I suppose to that lost of people are struggling finding Monarch shield for Spirit rune word item. Gathering runes for spirit was not the problem for me. You can find Monarch in any place in Hell mode, but it never shows up. So I decided to kill lots of mobs over and over in the secret cow level in hell mode. Then it worked pretty fast. I got my first Monarch in an hour, and end up finding 3 Monarch playing for 3hrs. Try this way, instead of killing mobs in other area.
